Move meson64 to mainline + patches (#1748) 
* Attach Meson64 to mainline with a bunch of patches. Tested, but need further work.
* Enable DVFS on N2 which sometimes works, sometime doesn't, cleanup
* Enable beta targets for Meson64 kernel family
* Bump with version

f41f4a0e5d NanoPi Air board config: correct USB overlays (#1747) 
In addition to USB0 (OTG/microUSB port) this board exposes *only* USB2 and USB3 on its headers. USB1 is not available.

* Move unlock-atheros-reg patch to disabled
* Accidentally deleted a patch instead of moving it to disabled. Restore it
* Survived standard stress testing + one night of normal operation (Helios4)

5c7e7c7235 fix for https://github.com/armbian/build/issues/1584 (#1723) 
Since Debian buster the final `update-initramfs` call must be made
on the finished image where the final root device is mounted, else
`cryptsetup-initramfs` hooks fail to detect the root device.
