Support for OrangePi4 LTS board (#3770) ...

* orange pi 4 LTS support added (uwe5622 wifi driver, es8316c codec)

* add orangepi 4 LTS device tree
* add uwe5622 driver to 5.15 and 5.18 rockchip64 patches
* add wpasupplicant to jammy cli packages
* fix es8316c asound.state (zeroing stereo enhancement which causes distortion)

* Add build targets

* Move from WIP state
