config/desktop: update gnome-bluetooth pkg in noble and trixie ( #8501 )
...
gnome-bluetooth in later releases is only transitional package to
gnome-bluetooth-sendto. update config-base package definition for
noble and trixie i3-wm.

drop kerneloops package from all build definitions
...
it was dropped from debian unstable and hence trixie and ubuntu plucky. The
kerneloops.org website has been gone for about 5 years already so while the
package is still available for example in jammy, it is completely useless
in 2025.

kde-neon: use Neon's "user" repo for Jammy & return it to csc status

- for `noble`: keep on Neon's "testing" repo which now has a "noble" dist (instead of Jammy) - but keep it `eos` as it really doesn't build yet. See https://blog.neon.kde.org/2024/05/09/kde-neon-rebasing-on-ubuntu-noble/ - might take a while still

- use Chrony with Network Manager
- use timesync with systemd-networkd

Images were tested for compiling with newly added Action script that generates x86 QEMU images upon (manual for now) execution
