When forcing network manager and having no resolvconf we have to use resolvd. Adding Google DNS to the resolved works ... until better implementation is figured out.

Split and activate firstrun configuration service

The code was disabled some time ago, split it to a separate unit file
and reenable. Since configuration file needs to be renamed to activate
it, it won't be run by default.
